HB12-1118, sponsored by Senator Harvey, would have required public schools' collective bargaining negotiations to be open to the public. Senator Harvey's bill would have given taxpayers the ability to witness negotiations about how their tax dollars are spent in public schools, thereby helping to restore trust in government.

This transparency measure was supported by some teachers, who believed that opening teachers' union negotiations to the public would allow teachers to verify that their union was accurately representing them.
